Historic Tacoma Welcomes Three New Board Members

Historic Tacoma is delighted to welcome David Bates, Jodi Cook, and Felicity Devlin to our Board of Directors. Each brings a deep commitment to preservation, community stewardship, and the stories that shape Tacoma’s past and future.

David Bates

David Bates is a registered architect with more than three decades of practice in Washington State, specializing in building enclosure systems, forensic investigation, and the rehabilitation of structures facing performance challenges. His technical expertise and preservation-minded approach have shaped numerous significant projects across the region. Dave’s preservation involvement runs deep; he has volunteered with Historic Seattle and served as the founding president of the Seattle Building Enclosure Council.

His project portfolio includes the rehabilitation of the former Queen Anne High School in Seattle, Washington Elementary in Tacoma, the Everett Public Library main branch, Pierce College in Steilacoom, and even a remote fishing and hunting lodge in Alaska’s interior. His blend of architectural rigor and preservation advocacy strengthens Historic Tacoma’s capacity to advocate for preserving our city's historic places.

Jodi Cook

A lifelong advocate for history and the built environment, Jodi Cook brings decades of experience in urban planning, community service, and global heritage appreciation. After earning her BS in Urban Planning from Michigan State University, Jodi began her career as a city planner in Kansas City, Missouri—a city renowned for its historic boulevards, parks, and architectural legacy.

Her move to the Pacific Northwest opened new avenues for service, including work with Senior Services of Snohomish County and serving as an emergency housing coordinator, followed by three decades in the private sector. In her spare time, Jodi has explored UNESCO World Heritage sites across the globe, drawn to the stories left behind by both nature and human imagination. A Tacoma resident for 30 years, Jodi has served on the North End Neighborhood Council board and is a passionate advocate for growing Tacoma's urban tree canopy. We are thrilled to have her community-rooted perspective at the table.

Felicity Devlin

Felicity Devlin is an archaeologist and environmental advocate whose career has centered on preserving historic, cultural, and natural resources. Born in the United Kingdom and arriving in the United States in 1978, Felicity's journey west—from Virginia to Michigan, Oregon, and Washington—cultivated a profound appreciation for the richness of American history.

After graduating from the College of William and Mary, she worked as a field archaeologist with the Colonial Williamsburg Foundation, excavating 17th- and 18th-century colonial sites, alongside occasional archaeological work on Roman sites in the Mediterranean and the UK. Felicity has also served as a program manager for nonprofit organizations dedicated to environmental protection and community education. She holds an MA in Ancient Mediterranean Art & Archaeology and an MS in Environmental Policy & Advocacy from the University of Michigan. Her interdisciplinary expertise enriches Historic Tacoma’s mission to preserve the full spectrum of our heritage.
